Decision

To provide approval to enter Phases 3 & 4
of the contract with IMPOWER Consultancy Ltd and complete the
support for transformation of the Communities offer to align with
the Council's operating model.

Reasons for the decision

To enable the implementation and delivery of a
transformed, financially sustainable offer.

To not enter Phases 3 & 4 of the
contract.
