To give approval to go out to procurement for
a biomass provider via use of the YPO framework.

Reasons for the decision

By using the YPO framework the council can
guarantee that the suppliers meet the wood pellet specifications
detailed in the DPS Terms and Conditions to work with the council
biomass generators.

Alternative options considered

To continue to use current suppliers on an as
need basis with the risk of no price security or contract
protection.
