Decision
To approve the Direct Award of Contract for
Demolition of South Leys School.
Reasons for the decision
There is a need for extreme urgency for the
demolition of the building following recent arson and to resolve a
dangerous building issue escalating and potential risk to public
health.
Alternative options considered
An open tender procurement exercise would take
place; however, the council will need to take responsibility for
the risks identified above. Additional revenue spend would be
needed to enhance security onsite while this exercise was taking
place. There is limited fund with budget to accommodate this
spend.
Any further disturbance to the asbestos contained material with the
building will lead to future expense and additional surveys being
required. This will significantly enhance the cost as all material
would need to be treated as contaminated materials.
