M365 Enterprise Agreement to Phoenix Software.

Reasons for the decision

Following a compliant aggregated procurement
this enables a contact to support the use of the M365 Enterprise
Agreement, As per Officer Report.

Alternative options considered

To award to the incumbent supplier would be in
exception to the CPRs as well as not offer a saving for the
Council.
