Decision
To award Yorkshire Energy Solutions (YES
Energy Solutions is the trading name of Yorkshire Energy Services
CIC - company number 3995784) the following contracts in relation
to the Green Homes Grants (GHG) Home Upgrade Grant 2 (HUG2)
–
· Additional Services (including but not limited to project
management, retrofit assessment and retrofit design) linked to
their role as the Customer Journey organisation (as precured by the
Midland Net Zero Hub) for North Lincolnshire Council.
· Installation of the retrofit measures using their own
framework of installers. The choice of YES is via the Fusion 21
framework of installers and the call off process that we, as a
member of Fusion 21, can compliantly utilise.
Reasons for the decision
YES, has partnered with the Council for the
delivery of previous GHG schemes. These schemes have been
successfully delivered and therefore we would like to continue to
utilise this working relationship.
The scheme must comply with a number of standards, including
PAS:2035 (Retrofit Standards Framework). To project manager such a
scheme requires a high-level experience, skills, and training. YES,
employs assessors that have the required qualifications.
The design process for the retrofit measures requires a close
relationship between retrofit assessor and installer to ensure a
successful and joined up approach. Using YES to do the retrofit
assessment and installs allows that joined up “one”
organisation response.
Alternative options considered
We could procure YES via a “call
off” from the Fusion 21 framework for the “additional
services” but this would be more costly because there would
be a management fee to Fusion 21, which would have to be paid from
the grant.
We could use Fusion 21 framework to invite expressions of interest
to work with us from other contractors, but this will take more
time more time and when we used this option for HUG1, the only
organisation that applied with the skills and expertise that we
were looking for was YES. The end date for HUG2 is the 31/3/25 so
we would like to start assessments as soon as possible,
particularly as the process for HUG2 requires us to put forward the
homes we want to retrofit for approval from the MNZH before
commencing work.
We are making use of 2 compliant frameworks that allow us to
appoint YES directly and compliantly.
Legal and Procurement have both been consulted and they are happy
with this approach.
