Decision
To make minor amendments to the Contract
Procedure Rules contained in the Constitution.
Reasons for the decision
The purpose of this decision record is to make
minor amendments to the contract procedure rules and to update
referencing details including changes of names of organisations or
stakeholders.
The minor amendments are:
1. Paragraph 1.2.3 – be updated to include the Green Future
Strategy Plan which is to be considered in all procurement
exercises.
2. Paragraph 1.4 – Governance Table- be amended to clarify
when a Key Decision Notice is required for a procurement
exercise.
3. Paragraph 1.5.5 - be amended to include an updated list of
corporate contracts.
4. Paragraph 1.6.4- be amended to clarify that the relevant
Assistant Director is to authorise substantial changes to contracts
terms and conditions however, the Assistant Director: Governance
and Partnerships must be consulted on any changes to terms and
conditions which are to the value of the threshold set out at
paragraph 1.5.1.2.
5. Paragraph 2 – minimum requirements table for procurements
below £100,000 - be amended to only be applicable for
procurements of the value from £5,000 to
£1000,000.
6. Paragraph 3.1- to be amended to clarify that the Director of
Governance and Communities must be consulted (prior to approval by
the relevant Director) on any exception request over the value of
£213,477.
The amended CPR’s are appended to this decision record in
bold. These changes are needed to allow for more efficient
practices in relation procurement/contract matters.
Alternative options considered
The alternative option would be to not approve
the changes which would not deliver the practice efficiencies and
consistencies as outlined above.
