Decision

To approve the acceptance of tender and to
enter into a contract with UK Restoration Services (Craftsman
Restoration Ltd) to undertake the proposed building and restoration
works to St Johns Church/20-21.

To approve the ringfenced budget allocated towards the restoration
works and enablement of Discover @20-21.

Reasons for the decision

To support the delivery of the business case
for this project which forms part of the wider Town Fund programme
for Scunthorpe.

Funding secured via signed Heads of Terms with Department for
Levelling up, Housing and Communities for a total of £20.9m
of funding from the Towns Fund.

A single stage restricted tender exercise was undertaken, UK
Restoration Services submitted the Most Advantageous Tender.

Assessed and evaluated on a 60% price and 40% quality weighted
basis. UK Restoration Services have scored the highest in the
tender evaluation and are recommended for acceptance (assured by
independent tender report – Mason Clark Associates)

Alternative options considered

Options analysis is included within the full
business case and through a further market test exercise.

To reject approval for NLC to enter into an NEC4 ECC Contract with
UK Restoration Services (Craftsman Restoration Ltd) to undertake
the proposed building and restoration works to St Johns
Church/20-21.

Consequently NLC will not be able to internally resource the
proposed building and restoration works to St Johns
Church/20-21.

Programme delays pose risks to the delivery of interventions within
the agreed programme and deadlines set by the funder.
