The approve the revised Housing Civil
Penalties Enforcement Procedure and Guidance (2022) version 4 with
immediate effect.

Reasons for the decision

The Housing Civil Penalties Enforcement
Procedure and Guidance was approved in North Lincolnshire in 2019.
Since then, National reviews have added legislation and penalties
to enhance the enforcement offer.

The decision has been taken to include the new legislation and
penalties, increasing our capability to keep household and our
communities safe and well across North Lincolnshire.

This has been discussed and approved as consistent with NLC
enforcement and housing offers by Portfolio members: Deputy Leader
– Adults, Health, Families & communities / Safer ,
Stronger Communities – Ashby, Bottesford & Scunthorpe /
Safer, Stronger Communities – Rural.

Alternative options considered

Not to approve the revised civil penalties
procedure which mean we are unable to use all the tools that are
available, and we would maintain our status quo civil penalties
enforcement offer.
