Building Preservation Notice on Pumping Station, South Street, Owston Ferry

Decision
To approve and sign the attached Building Preservation Notice (BPN) so that it can be served on the owner, occupier and any other interest parties in this building, preventing imminent demolition and enabling the full listing assessment to be concluded.
Reasons for the decision
The Pumping Station at Owston Ferry is a non-designated heritage asset of sufficient quality to merit statutory listing.
A prior approval application has been submitted for demolition of a part of this building. Without action, a key part of the historic building will be demolished rendering attempts to statutorily list it meritless.
An application to statutorily list the building has been made by a member of the public to Historic England. Historic England has formally written to NLC in support of the authority serving a Building Preservation Notice as the listing assessment will take longer than the planning decision timeframe.
A Building Preservation Notice under section 3, Planning (Listed Buildings and Conservation Areas) Act 1990 will protect the building for six months by requiring listed building consent for the proposed works.
Alternative options considered
Option 1 – Agree, sign and serve Building Preservation Notice.
Option 2 – Use of Article 4 Direction.
Option 3 – Do Nothing.
