To commence with the
procurement of two contracts: one for Residual Waste Disposal and
one for the operation of Household Waste and Recycling Centres
(HWRC).
 
This follows the work of the
Project Board consisting of experts from the Council’s
finance, procurement, legal and waste services, supported by
external consultancy advice and legal advisors.
 
The identified Procurement
route to be followed is Competitive Dialogue.
 
The proposed length of terms
for the contracts are:
•         HWRC
contract to be 15 year contracts with break clauses at 7 and 10
years.
•         Residual
Waste Disposal contract to be 15 year contracts with break clauses
at 7 and 10 years.
 
The HWRC contract will provide
services at the existing four sites in Corby, Kettering, Rushden,
Wellingborough.
 
The residual contract will
provide services for the disposal of kerbside and HWRC residual
waste, and other household waste including bulky and hazardous
waste, street cleansing and fly-tipped waste.
 
o        The terms of
the contract and the operational delivery of the service will be
considered with bidders through the dialogue process, with advice
from the Project Board.

The evaluation criteria will be
weighted as follows:
•         Residual
= 60% Price 40% Quality
•         HWRC =
40% Price 60% Quality
 
For both contracts, Social
Value will make up 10% of the value of quality elements.
 
To ensure the Council proceeds
with the appointment of suitable contractors to provide waste
disposal and HWRC services. This in line with the Council’s 3
Year Waste Plan approved at Executive 15/09/22

The decision is also in line
with the Executive’s decision for the future delivery of
Household Waste Recycling Centres (HWRCs) from April 2025 approved

The terms of the contract and
the procurement approach have been devised to provide the Council
with the best value for money considering their budget constraints
and the need to provide these services to North Northamptonshire
residents.
