RESOLVED
That the Executive:
a)
Approved the commencement of a review of the
Council’s financial management, procurement and associated
governance arrangements.
b)
Delegated authority to the Executive Director of
Finance and Performance (s151 officer) in consultation with the
Leader, Executive Member for Finance, Efficiency and Change and
Chief Executive to agree a detailed scope and programme of
review.
Reason for Recommendations – To identify areas of
efficiency and Value for Money as well promote confidence in
transparency and financial sustainability. Following the May 2025
election and the continued pressure on local government spending,
this is a timely point to undertake the review to inform and
complement the budget setting process.
Alternative Options Considered – Not to undertake an
Efficiency Review. This is not considered to be a viable option as
it is in the public interest to ensure that the Council meets its
Value for Money obligations.
