KEY DECISION

That the Executive:

a)        Approved the following changes into the capital programme:

i)    Local Authority Housing Fund – Round 3 (LAHF 3) - budget approval for £878k in 2025/26, £636k in the General Fund, £242k in the Housing Revenue Account (HRA) to be funded as follows:

£396k - Ministry of Housing, Communities and Local Government (MHCLG) grant

£240k – virement from existing LAHF round 1 capital scheme, previously approved discretionary funding

Overall increase to General Fund Capital Programme = £396k from new grant allocation  

£132k – MHCLG grant

£110k – virement from existing capital development/ acquisition budget, previously approved discretionary funding

Overall increase to HRA Capital Programme = None – change in funding mix within capital development/ acquisition budget 

b)        Noted the changes to the capital programme, following approval by Directorate Capital Boards / Departmental Management Team meetings, Chief Finance Officer (Section 151 Officer) and Strategic Capital Board (where applicable), as detailed in table 1 in the report.

c)         Noted the drawdowns of block budgets contained within the Capital Programme as detailed in table 2 in the report.

d)        Noted the other material items considered by Strategic Capital Board, as detailed in paragraphs 5.8 and 5.9 of the report.
