That Council:
a)
Notes the process undertaken in relation to the recruitment
and selection for the role of Independent Persons
b)
Approves the appointment of the three candidates for
appointment to the role of Independent Person for a term of office
of two years which can be extended once in line with best practice
recommendations as set out by the committee for Standards in Public
Life, that extension to be exercised by the Monitoring Officer
using delegated authority
c)
Approves the constitutional amendment for the Monitoring
Officer to appoint an Independent Person from a local authority in
the event of the unavailability of any, or all, the Independent
Persons of North Northamptonshire
Reason for
Decision
It is a legal requirement to
have at least one Independent Person, and it is considered best
practice to have two or more Independent Persons to ensure
resilience in the event of a conflict or non-availability of the
Independent Person.
Alternative Options
Considered
To not undertake the exercise
for the recruitment of the Independent Persons and to maintain the
status quo. This option is disregarded on the basis it is
considered best practice to have more than one Independent Person
and that those serving as independent persons should have a fixed
term of office.
