To approve the award of contract
for the provision of a new Adult Social Care Case Management System
as part of the Future Adult System Project (FASP).

 

Following a compliant procurement
exercise conducted via the Crown Commercial Services Vertical
Application Solutions Framework (RM6259), Lot 2: Education,
Community Health and Social Care Solutions, Access UK Limited is
confirmed as the Preferred Supplier.

 

The contract will run for an
initial forty-eight (48) month term, with an optional extension of
up to thirty-six (36) months. This reflects the scale and
complexity of system implementation, data migration, training,
integration activities, and ongoing operational requirements within
Adults Services.

 

The Executive Director for Adults,
Health Partnerships and Housing approves the award of contract to
Access UK Limited as the supplier offering the most advantageous
tender.

 

Reason/s for
Decision

 

The procurement was undertaken to
secure a modern, efficient, fully supported Case Management System
that enables North Northamptonshire Council to:

enhance service quality and
resident outcomes;

reduce duplication and manual
processes;

simplify workflows and improve
staff efficiency;

ensure improved data security and
compliance;

•         
enable more effective contract
management aligned to NNC’s Digital and Technology
Infrastructure;

Do nothing – rejected as the
current ASC systems are at the end of their contract duration and
required to be renewed.

In-house development –
rejected due to cost, capability limitations, and inability to meet
statutory and operational requirements.

Open market procurement –
rejected in favour of using the CCS Framework, which provides
compliant, pre-approved suppliers and an efficient mini-competition
route.

Legal Services have confirmed

Key
Decisions

 

1.1.
The definition of a Key Decision
is set out in The Local Authorities (Executive Arrangements)(Access
to Information)(England) Regulations 2000 and is defined
