Purpose

On 15 July 2025, Executive added
the Local Transport Grant (LTG) allocations for 2025/26-2029/30,
totalling £54.588m to the Council’s capital programme.

Because of the scale of the
additional funding, a likely expenditure profile was set out which
would gradually bring expenditure into the allocation

The current forecast for
expenditure in 2025/26 is £1.3m.

Executive agreed delegated powers
to the Executive Director of Place & Economy in consultation
with the Executive Member for Highways and Travel to determine the
schemes to be delivered from the Local Transport Grant, together
with update reports to Strategic Capital Board.  Subsequently, on 23rd
July 2025, the Executive Director
in consultation with the Executive Member took a delegated decision
to agree the schemes to be delivered from the Local Transport Grant
allocation of £7.728m for 2025/26.

 

Currently, no schemes have been
determined for the allocations for 2026/27 and subsequent
years.

 

Camera
Enforcement

One of the schemes agreed for
2025/26 funding was £164k for bus gate camera enforcement
covering two sites at Newlands, Kettering and Arnsley Road,
Corby. 
Subsequent investigation had
determined that the site at Arnsley Road is not appropriate, given
there is no bus service using the bus gate.  An alternative proposal is to introduce camera
enforcement at four school street sites, including the existing
school street at St Barnabas Street,
Wellingborough.  This would cost a total of £105k of
which £75k would come from the funds previously allocated to
Arnsley Road and £30k would be additional funding nominally
from the 2026/27 allocation.

 

Additional
schemes

The £270k agreed from the
2025/26 allocation for upgrading of Vehicle Activated Signs was
half of the requested £540k; the expectation being that the
second £270k could be funded from the 2026/27 funding
allocation. 
Given that the 2026/27 funding has
been allocated, it is proposed that the second £270k be
allocated from the nominal 2026/27 allocation.

In addition, it is proposed to
complete the replacement of boundary signs both at the borders of
North Northamptonshire and the boundaries of the former boroughs
and districts which still reference former
authorities. 
The cost estimate for this is
£30-50k, partly dependent on whether existing posts can be
reused with the new signs.

 

The Executive Member for Highways
and Travel has reviewed the proposed schemes and agreed the list at
Annex 3 based on the needs of the highways network in line with the
Council’s Highways Asset Management Policy (previously agreed
by the Executive) and the Local Transport Plan.
