The Sub-Committee are satisfied
that the test for utilising the summary review process has been
achieved as the alleged criminal activity detailed was serious
crime involving violent conduct.
The Sub-Committee having
considered all the evidence presented including representations
from the Police and noting that the DPS had not attended the
summary review although invited to do so, the Sub-Committee is of
the view that the level of violence perpetrated at the premises is
a serious crime and the ongoing non-compliance with conditions of
the licence presents a significant risk to members of the public
visiting the premises therefore it is the Sub-Committee’s
view that this interim step is necessary to manage the risk public
safety.
There are serious concerns that
the licensing objectives in relation to the prevention of crime and
disorder and public safety are being undermined by violent activity
at the licensed premises.
The Sub-Committee concludes that
it is necessary to implement the interim step of suspending the
premises licence pending the full review hearing.
The full review hearing will take
place on 12 January 2026 at 10.00am.
