Decision

Award the contract to Urban
Foresight to carry out a town centre regeneration health check of
four main towns and production of town centre regeneration
masterplan for one of these towns.

Reason/s for
Decision

To approve the award of the
contract to undertake the necessary
works to appoint consultants to undertake a
strategic review of North Northamptonshire growth towns to
understand the vitality and viability of each town centres (Corby,
Kettering, Wellingborough and Rushden) as per part 9.2 of the
Constitution Officer Scheme of Delegation under 11. Delegation

The results of the strategic
review will indicate the consultant’s recommendations of the
one town to progress to phase 2, the drafting of a Masterplan. This
recommendation will be taken to Executive in January 2026 to debate
these findings and decide which town will move to the next stage of
the process, a Masterplan with a further report to be taken to the
Executive in Spring 2026.

Alternative
options considered and rejected

Alternative Options
Considered

-
The Council could not develop a
masterplan for the town centre; however, this would mean this would
miss the opportunity of creating a co-ordinated plan and long-term
vision to support the regeneration of the town.

-
The Council could progress
masterplans for all key North Northants town centres. The available
budget and resources to progress this work have driven the decision
to progress one plan initially.

Legal
implications

There are no legal implications
arising from this decision.

Financial
implications

There are no resources or
financial implications arising from this decision at this
stage.
As part of the development of a
town centre masterplan, project costs, possible funding
opportunities and delivery methods will be considered and brought
back to Executive for further consideration. The cost of
undertaking this review and developing a masterplan for one town is
budgeted at a cost of £65,000.

Other
implications

There is a negative climate impact
associated with the contract procurement, this is down to not
knowing the environmental credentials of the potential supplier.
Attempts will be made to ensure the supplier has an environmental
policy and carbon neutral ambition. As the scheme progresses it is
anticipated that there will be a positive in this area.
