Purpose

To seek approval to establish a
bespoke framework agreement to support the future purchasing of
apprenticeship training using NNC apprenticeship and skills
levy.

KEY DECISION
 
That the Executive:
 

a)       
Delegated authority to the
Assistant Director of Human Resources in consultation with the
Leader of Council, to tender for an Apprenticeship Services
Framework, taking any further actions or decisions required to
effectively manage the procurement framework.

 

b)  Delegated authority to the Assistant Director
of Human Resources in consultation with the Leader of Council, to
award successful contracts through the framework agreement should
they exceed the key decision threshold.

 

 

Reason for Recommendations: The
total value of the future procurement via the proposed framework
will be in excess of the key decision threshold of £500,000.
In addition, the recommendations will deliver greater value for
money and improved efficiency, enabling the Council to source high
quality training programmes at pace to make best use of our
apprenticeship and skills levy. It will also ensure robust
compliance with legislation and the Council’s Contract
Procedure Rules.

 

Alternative Options Considered:
Maintaining the current procurement arrangements, which require
frequent Purchasing Gateway Group (PGG) approval for each contract
does not deliver the best value for money or efficient outcomes to
achieve smarter, faster and fairer Public Services.
