To grant individual leases on the
following HWRC sites to the new service provider for a term of
15yrs at a peppercorn rent.
Corby HWRC
Kettering HWRC
Rushden HWRC
Wellingborough HWRC
*Note the Corby HMRC site is for an initial
term of 1 year to mirror the Council’s leasehold on the site
(March 2026). The term of lease granted to the Contractor will be
updated as the ownership arrangements for the Corby site are
confirmed via discussions with the current
freeholder.
Reasons for the decision
The Council has procured a new contract for
the provision of waste management services on the Household Waste
Recycling Centres in North Northants. The new contract requires the
service provider to enter into 15yr leases of each site with the
ability to break the leases coterminously with the service
contract. The peppercorn rent results from the service provider
receiving funding from the Council to operate Council owned or
leased sites.
