Asset Management Policy and Highway Asset Management Strategy which
includes changes to reflect new Corporate Plan objectives and need
to allow delegated authority for future annual revisions

KEY DECISION
That the Executive:
i)
Approved the updated versions of
the Highway Asset Management Policy and Strategy
ii)
Delegated authority to the
Assistant Director – Highways & Waste, in consultation
with the Executive Member for Highways and Travel, to make minor
and technical changes to the Policy and the Strategy documents from
2027 onwards provided such changes are recorded in a published delegated
decision record and do not alter the way in which the Council
maintains the highways assets.
Reasons for Recommendations
– The changes ensure that the documents reflect the
Council’s priorities as outlined in the Corporate Plan which
provides consistency for residents and communities. Given the
documents continue to reflect national best practice, there is no
recommendation to make further changes at this stage.
Alternative Options Considered:
This is an agreed annual update. The alternative option would be to
continue to use the outdated document, which would not be in the
interests of residents or reflect the previous decision of the
Executive. An alternative option to not include delegation to the
Assistant Director – Highways & Waste to make minor
changes to the Policy and Strategy could have been omitted,
however, to ensure that the documentation remains compliant, a
delegation to make changes allows the Policy and Strategy to be
agile to respond to any minor changes.
