Decision
RESOLVED
KEY DECISION
That the Executive:
a) Approved the commencement of the procurement process for Stock Condition Works at Corby Innovation Hub.
b) Delegated authority to the Assistant Director of Assets & Environment, in consultation with the Executive Member for Assets, Waste and Environment, to take all necessary actions to deliver the project, including awarding of the contract.
Reasons for Recommendations: The Council has a duty to provide a safe, operational facility as part of its duties as landlord and maintain business continuity for its tenants:
• Completing the works to install new ventilation, heating and cooling units for industrial areas.
• To commence a phased replacement of life expired ventilation, heating and cooling units for office areas.
• To commence the replacement and upgrade of electrical systems, fire protection devices and equipment and LED fixtures throughout the building
Alternative Options Considered
• To reduce scope of works quantity or limit the number of replacements. This was discounted, as the Council has a duty to maintain legal, contractual and service level obligations to its tenants and staff.
• To not replace or undertake any of the recommended replacements or upgrades. This was discounted, as the Council has legal and contractual obligations to fulfil and would be exposed to costly financial claims and damages from tenants that would damage reputation.
• To dispose of the building asset and not undertake any replacements. This was discounted as it would significantly reduce the value of the asset and reduce the rental income.
