RESOLVED

That the Executive:

i)          Noted the changes proposed to the Constitution which will be presented to Council for approval at the first available meeting of the Council following the annual Council meeting.

ii)        Approved the proposed changes in so far as these relate to the functions of the Executive.

Reasons for Recommendations –  The Constitution is a live document and requires regular review. The Monitoring Officer has delegated powers to make changes to the Constitution which are minor, administrative or reflect changes such as in legislation and organisational structures.

This report sets out the required changes to the Constitution which have been identified by the Monitoring Officer which fall outside of the officer delegation and approval by Council.

Alternative Options Considered – To not undertake the review. This option was rejected on the basis that the Constitution should be subject to routine and periodic review to ensure that it is legally compliant and reflects local arrangements. To not undertake the review would not be consistent with best practice nor would it be within the professional advice of the Monitoring Officer to leave these areas unchanged.
