Reasons for the decision

Following approval on the 9th September 2025 at the Executive Meeting, delegated authority was given to the Assistant Director for Assets and Environment in consultation with the Executive Member for Highways and Travel to procure and sign necessary documents as part of the procurement process.

The cost-effective supply of back-office processing and hosting of IT systems will ensure continuity of service provision across car parking and Highways assets. Enabling effective and efficient camera enforcement of contraventions upon the Highways network.

Processing of defined elements of PCN lifecycles operate on a hybrid model of inhouse and outsourced provision. The use of hosted software, call handling and data storage is best served via a framework provider.
