KEY DECISION 

That the Executive:

i)               Note the Care Quality Commission Assessment outcome and rating of Requires Improvement.

ii)             Approve the Care Quality Commission Improvement Plan.

iii)           Note that the Council will submit the Care Quality Commission Improvement Plan to DHSC by the end of June 2026.

iv)           Support the development of an Adult Social Care Improvement Board.

Reason for Recommendations: This improvement plan will provide a structured approach to improving Adult Social Care Services in a sustainable manner. The creation of an Adult Social Care Improvement Board co-chaired by the Executive Member for Adults and Health Partnership and an Expert by Experience provides a forum for assurance that planned improvements are made, sustained and effective in improving the experience of people who draw on Adult Social care Services.

Alternative Options Considered: The Council is required to submit an improvement plan to the Department of Health and Social Care (DHSC). The Council is also committed to providing compassionate, proactive, and person centred services, that supports people at every stage of their life, ensuring they can live healthy, fulfilled, and independent lives for as long as possible. The Assessment by CQC provides an opportunity to consider the judgements from CQC, take stock and implement improvements to ensure that the Council has the right ways of working to achieve this ambition. Therefore, no alternative options were considered.
