Reasons for the decision

The Government has amended the statutory responsibilities under s45A of the Environmental Protection Act 1990 to include the requirement to provide weekly food waste collections to all households

A decision is required to award the contract to ensure the Council proceeds with the procurement of a food caddy distribution service.  This service will enable food waste collections to commence in Kettering and Wellingborough.  It will also utilise funding received from DEFRA.

The procurement is via a Direct Award using the YPO Refuse & Recycling Products (1185) Framework, Lot 8 Distribution of Refuse & Recycling Products to Individual Household.  This is a single Supplier Lot, where the selection criteria were pre-determined by the framework provider and met by the Supplier.

Also, in line with Executive decision at the 14th March 2024 meeting:

•         The Executive recognised and accepted the grant from DEFRA for the capital infrastructure relating to introducing a food waste service in line with the grant conditions.

•         In line with the approval of the capital project, approved commencement of procurement of vehicles, containers and other items associated with the mobilisation of the new food waste collection service;

Delegated authority to the Executive Member for Highways, Travel and Assets, in consultation with Executive Director for Place & Economy, Executive Director for Finance and Performance and the Executive Member for Finance, the authority to take any further decisions and actions required to implement the new service including the procurement process and award of the contracts, without the need to return to the Executive.
