Purpose

To approve the sale of Q2 Booth Drive, Wellingborough to the NHS for the development of a Community Diagnostic Centre and an Elective Orthopaedic Hub.

KEY DECISIONS

 That the Executive:

a)     Declared site Q2 Booth Drive surplus and approved its disposal in accordance with the Council’s Asset Disposal Policy.

b)     Delegated authority to the Director of Assets & Environment in consultation with the Executive Member for Assets, Waste and Environmental Services to agree the market terms and progress the sale of Q2 Booth Drive to the NHS.

Reasons for Recommendations:

•           This site was declared surplus at the Asset Management Review Group (AMRG) in May 2026.

•           The Council has a responsibility to bring surplus assets to the market to contribute to wider social and economic benefits.

•           The disposal will generate a capital receipt which supports funding the Council’s capital programme and reduces capital borrowing costs.

•           The sale of this site will reduce revenue holding costs.

•           Development will be regulated by planning legislation with building regulations including those supporting accessibility and the requirement for adherence to energy and sustainability requirements.
