Decision

Following debate it was RESOLVED that the Children Young Person & Education Scrutiny Committee:

a)     Endorsed and challenged delivery of the SEND Reform Plan, ensuring it achieves a shift to early intervention, inclusive mainstream provision, and improved experiences for children and families.

b) Reviewed performance reporting, including key data on:

•     EHCP demand and timeliness

•     Inclusion (attendance, exclusions, placements)

•     Waiting times for specialist services

•     Parent and carer satisfaction

c)     Sought assurance on the impact of the Experts at Hand model and Inclusion

Partnerships, particularly whether they are:

•     Increasing early intervention

•     Reducing escalation to statutory processes through

•     Improving confidence and capacity of workforce to support CYP with SEND

d)     Scrutinised financial sustainability and value for money, including progress in:

•     Reducing reliance on high-cost placements

•     Delivering local provision

•     Managing High Needs Block pressures

e)     Request that officers provide an annual update report on the progress of the SEND reform plan including implementation and key performance indicators against the three year plan.
