That the revised Constitution as shown at Appendix A of the report attached to the agenda be approved and adopted.

Reasons for Recommendations –  The Constitution is a live document and requires regular review. The Monitoring Officer has delegated powers to make changes to the Constitution which are minor, administrative or reflect changes such as in legislation and organisational structures. The report set out the changes to the Constitution which have been identified as requiring update. Many of these changes are capable of updating by way of the Monitoring Officer delegation however as some changes identified fall falling outside of the officer delegation. All changes are presented within the revised Constitution for completeness as part of the comprehensive review. 

Alternative Options Considered – To not undertake the review. This option was rejected on the basis that the Constitution should be subject to routine and periodic review to ensure that it is legally compliant and reflects local arrangements. To not undertake the review would not be consistent with best practice nor would it be within the professional advice of the Monitoring Officer to leave these areas unchanged.
