Decision

It is recommended the following one-off funding provisions are included within the service to support with the service objective relating to stopping smoking and vaping for young people aged 11 to 19:

•         A programme of activity to support early conversations, advice and engagement relating to stopping smoking and vaping for young people aged 11 to 19.

Finally, recurrent provisions as below are recommended related to inflation:

•         Annual inflationary uplift of 1.5% as per the terms of the contract.

Reasons for the decision

Additional funding for Smoking and Vaping Stop and Support Activity:

•         A local stop smoking service is available for young people aged 12 and over but uptake for the 11-19 cohort is low and the offer is predominantly adult focused.

•         There is currently no specific vaping support service for children and young people

•         The insight and evidence from the activity will inform future development of a more accessible and youth-appropriate support offer.

Inflationary uplifts: The new contracts awarded since April 2025 now have inflation clauses, this means that Public Health need to consider inflation for contracts. This inflation is in line with the contract.
