Decision

RESOLVED: That the Forum:

NOTED the Scheme for Financing Schools 2026 – 2027 and 2027 – 2028, and advised on required administrative corrections, clarifications, and feedback being provided to Forum and managing the impact on schools affected by DfE-directed changes.

Reason for recommendations:

•           To inform the Forum that there were no significant changes from the 2025 to 2026 approved policy.

•           To reflect minor adjustments to mirror terminology in latest DfE scheme guidance.

•           To inform the Forum of minor adjustments to reflect termly high needs top up funding payments and that all schools now operate their own payroll systems.

•           To inform of the inclusion of reference to a new Schools Finance Working Group in relation to deficit budgets.

Actions arising:

SF/151026/10: That the High Needs Business Support Officer make administrative corrections as highlighted by the Forum; and review references to payroll arrangements where appropriate, to reflect current operating arrangements.

SF/151026/11: That the Head of Education Effectiveness and High Needs Business Support Officer consider referencing within the Scheme means of engaging with Schools impacted by DfE-directed changes, and that the Officers report back to Forum on options considered.
