Decision
RESOLVED: That the Forum:
SUPPORTED consultation with schools on the proposed 0.5% transfer from the Schools Block to the High Needs Block for 2027/28, subject to the consultation providing schools with:
1) Full details of how the transferred budget will be spent, highlighting benefits of the proposed transfer.
2) Details of which services would be reduced or could not be delivered without agreement to the transfer; and that;
3) The consultation paper be sent directly to Trusts in addition to circulation through the Heads’ newsletter, to enable participation.
4) The consultation outcome be reported to Schools Forum in December 2026.
The consultation will seek views on the proposal and its contribution to delivering the local SEND Reform Plan, improving inclusion, and creating a more sustainable High Needs system.
Reasons for Recommendations:
• The demand for Education, Health and Care Plans (EHCPs) in North Northamptonshire has continued to grow, placing significant pressure on the High Needs Block (2994 EHCPs Jan-2022 5372 EHCPs Jan 20261). Alongside this, schools report that they are experiencing increasing complexity of need, particularly in relation to social, emotional and mental health needs, issues impacting attendance, Emotionally Based School Avoidance (EBSA), and pupils at risk of placement breakdown.
• Local authorities can transfer up to 0.5% of their Schools Block funding into another block with the approval of their school’s forum. Anything higher than 0.5% transfer will need the approval of the Secretary of State.
Actions arising:
SF/151026/3: When available, the Director of Education or Director of Family Services and Strategic Partnerships to provide Forum with information on likely DfE responses to the current deficit, and potential next year's deficit prior to Government implementation of funding changes
SF/151026/4: Draft consultation questions on 0.5% Schools Block transfer to be circulated to Forum members for feedback prior to proceeding with consultation process.
