Purpose
To receive and approve the Children's Capital
Programme 2024/25
Content
RESOLVED
KEY DECISION
That the
Executive:
a)
Noted the
Council’s contractual obligations in the Service Delivery
Contract to provide fit for purpose buildings
to NCT
to maintain these to an
appropriate standard.
b)
Noted the request contained in Capital Update Report
that the budget of £1,170,000 from the Children’s
Services Development Pool be added to the 2024/25 Capital Programme
to allow works to commence in buildings leased to NCT and the
delivery of foster carer capital works.
c)
Delegated authority to the
Executive Member for Children, Families, Education and Skills in
consultation with the Executive Director for Place & Economy,
Executive Director for Children’s Services and Assistant
Director of Assets & Environment to procure the necessary
works.
Reasons for
Recommendations:
·
To allow the Council to deliver its contractual
responsibility to provide NCT with services classed as Dependencies
in the Service Delivery Contract which includes providing suitable
accommodation for NCT to deliver its services.

To procure and undertake the required works in line
with the Council’s constitution and financial regulations in
relation to governance.
·
To ensure that the Council’s assets are
maintained to an appropriate standard to deliver safe services to
children and families.
Alternative Options Considered:
·
2024/25
Property refurbishments - No
alternatives have been considered as NNC has a contractual
responsibility to appropriately maintain properties leased to
NCT. Detailed stock condition
surveys have been undertaken which has determined how the programme
of works has been developed.
·
External works to children’s delivery
sites – There are no alternatives
to this as the works are necessary to improve the safety and
environment in these spaces.
·
Fostering capital – This work is a rolling programme and not funding this
would lead to increased use of external placements for children in
care at higher costs and increase the revenue budgets for
NNC.
