RESOLVED
KEY DECISION
That the Executive:
i)
Determined the site detailed in the appendices to
the report as surplus.
ii)
Delegated authority to the Executive Member for
Highways, Travel and Assets, in consultation with the Assistant
Director for Assets and Environment to progress the sale, and agree
the market terms of Irthlingborough Chippings Store –
Appendix A.
Reason for
Recommendations:
The
site has been confirmed as surplus through the Asset Management
Review Group, and the Council should bring sites to the open market
to contribute to wider economic development benefits in a
reasonable time scale.
It
provides capital receipts for the Council and contributes towards
capital projects in the capital programme. This reduces capital borrowing costs.
There are controls through the planning process, including
consultation associated with that process, for the community to be
engaged in the outcome of any change of use for
development.
Bringing sites forward for development can contribute to North
Northants area housing supply and regeneration of the local
area.
Selling this site will result in the Council reducing its
revenue holding costs.
Any
development will be regulated by Building Regulations including
those supporting accessibility, and the requirement for reduced
energy and environmental sustainability requirements.
Alternative Options Considered: The only other option would be
to retain the site for operational use, which has been
discounted.
