To seek approval to enter a lease for the site
of the Corby HWRC

RESOLVED
 
KEY DECISION
 

That the Executive;
 

a)   
Agreed to a lease at the current Corby HWRC site
from 1st March 2025 on the principal terms detailed at
Appendix C and enter into an agreement for lease to secure
additional land to extend the existing HWRC.
 

b)   
Delegated authority to the Executive Member for
Highways, Travel and Assets, in consultation with the Executive
Director for Place & Economy to finalise the Heads of Terms and
enter into the necessary contractual documentation to secure the
lease and extension option.
 

c)   
Noted the intention to develop a business case for
capital investment in the HWRC site to address the existing
constraints, and potentially expand the site.

 

 
Reasons for Recommendations
–
·      
The recommended course of action is the most
cost-effective relative to establishing a new HWRC site;
·      
The HWRC customers will receive the maximum benefit
from the option proposed;
·      
To accord with legislation or the policy of the
Council;
·      
If we do not secure a lease for operation of Corby
HWRC it will impact the HWRC procurement process which is based on
four sites. The loss of a site could adversely impact the
attractiveness of the contract, by making the contract less
commercially viable with smaller economies of scale.
·      
The proposed lease arrangement allows for expansion
of the site to meet future demand (subject to consideration of
future capital investment).

 

Alternative Options
Considered 
·      
The Council could decide not to proceed with the new
lease on 15-year terms however we would therefore have to close
Corby HWRC at the end of December 2024 to enable demobilisation of
site by 28th February 2025.
·      
As there is no other permitted site available, this
would leave residents in Corby and the North/Northeastern areas of
North Northamptonshire with just three HWRCs available to them and
longer journey times for residents.
