RESOLVED
 

That
the Executive:
 

a)   
Noted the performance of the new Tenant Satisfaction
Measures (TSMs) as set out in Appendix A, comparative
performance across six other housing providers provided in
Appendix B and the Annual Complaints Performance and Service
Improvement Report provided in Appendix C.
 

b)   
Approved the establishment of the Housing
Improvement and Assurance Board and its draft Terms of reference
(attached at Appendix D). The Board will be chaired by a
member of the administration and will be made up of four
Conservative members (including the chair) plus one representative
from each of the recognised political groups.
 

c)   
Approved the establishment of a Housing Improvement
and Assurance Plan that will be overseen by the Housing Improvement
and Assurance Board and reported on to the Executive and the
relevant Scrutiny Committee,

 
 

Reasons for Recommendations:
 

·       
To support the Council to review and understand
performance in relation to the Housing landlord function as
measured by the new statutory reporting requirements.

·       
To ensure that the Council responds promptly and
diligently to required improvements and an Action Plan will ensure
a significant and continuing commitment to improving standards in
the housing service.

·       
The proposal to establish a Board provides a focus
on key areas which means there is greater oversight and
accountability from the leadership of the organisation and
Councillors. The governance arrangements proposed will provide even
greater focus and scrutiny from Councillors giving assurance to the
Council of the work that is to be undertaken.
 
Alternative Options Considered: The alternative would be to not
present the overview or establish a Board. This option is not
recommended as the Executive should be kept informed of the
Council’s performance to ensure effective monitoring and
ensure that they take robust action to deliver the best services to
residents.
