The Governance, Strategy and Resources Scrutiny Board reviews key policy issues, budget proposals, and significant plans affecting Oldham Council's services and finances. It scrutinises the Council's performance against strategic plans, monitors organisational risks, and examines proposals from Greater Manchester and strategic partners to understand their impact on the borough.

This board has residual responsibility for any scrutiny functions not assigned elsewhere. It specifically reviews areas like the Oldham Plan, the Corporate Plan, the Fair Employment Charter, the Integrated Commissioning Framework, and the Pay Policy Statement. It also scrutinises financial performance against budgets and identifies areas for improvement, including issues highlighted by external assessors (excluding social care).
