Purpose

Allow construction of the Cherwell Street
Improvement Scheme.

Content

To finalise the target cost and programme for
the construction of the Cherwell Street Improvement Scheme and to
award the NEC 4 Engineering and Construction Contract for the
Cherwell Street Improvement Scheme to M Group Limited, pursuant to
the Pagabo Civils and Infrastructure Framework
(Lot 1).
Funding of £3.5m for the project has
been approved by Strategic Capital
and Commercial Board on 10th July 2025.

Reasons for the decision

To progress the scheme to Stage 3
Construction. The Cherwell Street Improvement Scheme aims to:

implementing a longer and more bus accessible running lane along
Cherwell Street for left-turning vehicles, including buses,
travelling north-bound into Bridge Street (west)

·      
improving pedestrian crossing facilities

·      
optimising traffic signals to reduce delay for buses and cars

·      
and lining and signing improvements to improve traffic flow,
safety, and overall road user experience.

Alternative options considered

Direct award through the Pagabo Civils and
Infrastructure Framework was chosen to achieve value for money
whilst reducing commissioning timeframes and resource/overhead
costs. Mini competition and Open Tender through UK wide
advertisement on Find a Tender were considered as procurement
routes but were dismissed due to timescales to procure.
