Purpose

Providing an update on OxRail 2040, including the delivery plan and proposed funding allocations.

Decision

RESOLVED to:-

a)    Note the progress made to date on the delivery of the OxRAIL 2040: Plan for Rail.

b)    Approve the proposed project allocation set out in paragraph 29 and table 1 of Enterprise Zone Retained Business Rates funding agreed by Cabinet in January 2026 to support delivery of the OxRAIL 2040: Plan for Rail, including confirming the contribution to the Cowley Branch Line Programme as set out in paragraph 89.

c)    Approve in-principle the commitment of funds to East West Rail mitigations schemes as set out in paragraph 71 and table 2, subject to concluding suitable agreements.

d)    Delegate authority to the Director of Economy and Place, in consultation with the Cabinet Member for Transport, to amend the delivery programme within key decision-making limits to allow efficient delivery and support emerging opportunities.

e)    Delegate the conclusion of appropriate agreements with government and industry partners to facilitate the delivery of these initiatives to the Director of Economy and Place, in consultation with the Deputy Chief Executive (S151 Officer) and the Director of Law and Governance and Monitoring Officer
