Purpose
The Mental Health Recovery and Community Inclusion Service, currently delivered by CPSL Mind, provides community mental support in Peterborough.
The current contract will expire on 31/08/26.
In December 2025 Commissioning Board approved the procurement of the service. The invitation to tender is due to launch in March 2026. This decision at June cabinet will be to make the contract award to the preferred bidder.
The service will have an annual value of £130,600, with a 3+1+1 year contract length. This gives a total value of £653,000 should both extensions be used.
Decision
Cabinet RESOLVED to:
- Approve the award of a contract for delivery of the above service to Cambridgeshire, Peterborough and South Lincolnshire (CPSL) Mind (company number 01082980) for 3 years commencing on 1 September 2026, with two optional 1-year extensions. The total value of the contract will be £620,508.73 over a 5-year period, giving an average annual value of £124,101.76.
- Delegate authority to the Director of Adult Social Services in consultation with the Director of Legal and Governance to exercise the two optional 1-year extension periods.
- Delegate authority to the Director of Adult Social Services to agree a discretionary uplift (per annum) of the contract value.
- Delegate authority to the Director of Adult Social Services to increase the value of the contract by up to £41,500 per year should the Central East Integrated Care Board (“CEICB”) agree to continue their financial contribution, and to enter into a s256 agreement with the CEICB to reflect their contribution.
- Recommendations 2 to 4 above which provide delegated authority to the director of Adult Social Care and the Director of Legal to also include specific consultation with the Cabinet Portfolio Holder for Adult Social Care (within those Recommendations)
