Purpose
An endorsement of the proposed Pride in Place delivery framework and approval of PCC acting as Accountable Body
Decision
Cabinet is recommended to:
- Approve the Council undertaking the role of Accountable Body for Pride in Place funding.
- Delegate authority to the Executive Director for Adults, Health & Commissioning in agreement with the Executive Director of Corporate Services (s.151 officer) to:
a. accept the grant funding awarded by Ministry of Housing, Communities and Local Government (“MHCLG”) and give authority to sign any associated agreements;
b. enter into onward funding agreements for distribution of the Pride in Place funding;
c. formalise the Accountable Body arrangements;
d. submit any required documents, delivery plans and monitoring returns to MHCLG;
e. establish a community grants scheme (and award grants accordingly) working with the new Neighbourhood Boards;
f. take all necessary steps and deal with any ancillary, consequential or incidental matters arising from, or in connection with, the implementation of these recommendations.
- Note that a ward councillor will be part of the Neighbourhood Board, as directed by the MHCLG guidance.
Alternative options considered
The proposed governance and delivery framework has been developed to meet
the requirements of the Government-funded PIP programme, including
establishing the Boards (independently chaired and community-majority) and
confirming governance arrangements and Board membership within the
required timescales.
This option of doing nothing was rejected because it would prevent the Council and partners from putting in place the required governance arrangements to mobilise the programme, creating a significant risk of delay and noncompliance with grant conditions.
It should be noted that the proposed approach does not preclude increased
community control in future. Consistent with the Pride in Place prospectus, the
governance framework anticipates a planned review and progression towards
fuller community-led delivery, including consideration of moving to a
community-led vehicle from year three of the programme, subject to assurance
and the necessary approvals from MHCLG.
