Purpose

Financial Management
Para 2.26 authorises the Head of Service with responsibility for
Place Delivery:
Subject to Financial Services confirming that sufficient funding
remains and certifying that the proposed expenditure is in
accordance with the terms of the relevant section 106
obligation(s), (including those related to affordable housing),
permit expenditure as follows:
(a) Sums up to and including £75,000
(b) Sums more than £75,000 up to and including
£250,000
At Executive 19/09/2024, approval; was given for Head of Place
Delivery to pursue an Arts programme at Westvale using £354K
of S106 resources.
This request has been made by Emma Wright, Development
Officer.
Total Revenue Funding of £127,727 is sought to deliver arts
services in Westvale.
In the financial years 25/26 and 26/27:
1. £44,000 is required for the salary allocation for an Arts
Development Officer.
2. £14,945 is required for a Community Arts Programme.
3. £35,400 Contingency for the service.
4. A commitment is also required for fund the maintenance of the
art work in future years. The requested amount for maintenance is
£33,382
S106 Application funding reference 04/02120/OUT is requested to
be
applied to fund the full amount.
Consultation:
Hayley Davies Community Infrastructure Levy Officer and Thomas
Villiers, Capital Accountant has confirmed that the funding is
available. The CFO has been consulted and agreed the funding.
Reason for Decision:
Objectives are included on the attached PID.
Decision
As Head of Place Delivery, I authorise
£94,345 of the S106 associated with the Public Arts to be
released to recover the revenue costs incurred by the Council
through its delivery arts services at associated sites during the
25/26 and 26/27 financial years. I also approve £33,382 for
maintenance in future years of any commissioned artwork.
Alternative options considered
Option 1 - To proceed with the decision.
Option 2 - To not use the funding, which will mean that the Council
would not deliver the services.
