Purpose
•In October 2017 a Public Space
Protection Order (PSPO) for Redhill town centre and Redhill
Memorial Park was created following public and political
consultation. The PSPO was renewed in 2020 following further
consultation.
•A PSPO is a power under the Anti-social Behaviour (ASB),
Crime and Policing Act 2014. The Council can put a PSPO in place
under section 59 of the Act.
•Re-instatement, amendment or removal of the PSPO requires a
full consultation process to be undertaken.
•Under paragraph 4.59 of the scheme of delegation and
following the required consultation processes the Head of Community
Partnerships, as the Head of Service with responsibility for
Community Safety, reviewed whether or not the Public Space
Protection Order for Redhill Town Centre should be renewed for a
period of three years from 10 October 2023.
Reasons for decision
•Respondents to the public survey overwhelmingly (96%)
supported the renewal of the PSPO and the inclusion of Clarendon
Road car park.
•It was clear from the responses to the survey that the
behaviours within the order were supported.
•The police and the RBBC JET (Joint Enforcement Team) both
provided feedback that this was a crucial tool for them in
addressing Redhill in ASB.
•The Executive Member and the delegated officer were satisfied
that the order was proportionate, necessary and focussed on precise
harmful behaviours.
Decision
•It was decided to renew the PSPO to run
between the 10th October 2023 and the 9th October 2026.
•It was decided to extend the area of the PSPO to cover
Clarendon Road Car Park.
•It was decided to remove the reference to “hover
boards” as they are no longer used in the public realm.
