Decision
To appoint Councillor Kelly to represent the
Council on the Reigate and Banstead Town Twinning Association for a
term of office ending in May 2027, or until Councillor Kelly's term
of office as a councillor ends.
Reasons for the decision
The Council appoints representatives to serve
on numerous outside bodies, including local community stakeholders
and regional and national organisations, to ensure that the Council
is represented on a range of organisations and bodies working with
the community and Borough. The Council shares a mutual interest in
supporting and delivering public services for residents with these
organisations.
Further to the appointments determined under delegated authority on
23rd May 2023, there was a remaining vacancy on the Reigate and
Banstead Twinning Association, for which Democratic Services have
since received a nomination to appoint Councillor Kelly.
As no further nominations have been received since Group Leaders
were consulted, the nomination to appoint Councillor Kelly as the
Council's representative on the Reigate and Banstead Twinning
Association is therefore delegated to the Strategic Head of the
Legal and Governance.
The Managing Director delegated authority to the Democratic and
Electoral Services Manager in May 2023 to determine these
appointments in the absence of the Strategic Head of Legal and
Governance.
Alternative options considered
To not appoint a representative. This is not
recommended, as there are no other nominations by Group Leaders and
not appointing a representative may harm the mutual interests of
the Council and the outside body.
