Purpose

• In October 2017 a Public Space Protection Order (PSPO) for Redhill town centre and Redhill Memorial Park was created following public and political consultation. The PSPO was renewed in 2020 and 2023 following further consultation.

• A PSPO is a power under the Anti-social Behaviour (ASB), Crime and Policing Act 2014. The Council can put a PSPO in place under section 59 of the Act.
• Re-instatement, amendment or removal of the PSPO requires a full consultation process to be undertaken.
• Under paragraph 4.59 of the scheme of delegation and following the required consultation processes the

Head of Community Partnerships, as the Head of Service with responsibility for Community Safety, reviewed whether or not the Public Space Protection Order for Redhill Town Centre should be renewed for a period of three years from 10 October 2026.

Consultation
• A public consultation period was held 16 July to 23 August 2026.
• Members for the Wards covered by the PSPO were consulted on the 17 September 2026 and their views considered.
• The Portfolio Holder for Community Partnerships, Cllr Baker, was consulted at various stages in the process and agreed with the decision to renew the PSPO in line with this decision.

Reason for Decision
Explain the reason(s) for the decision.
• Redhill ward members were supportive of the renewal of the PSPO.
• Respondents to the public survey overwhelmingly (95%) supported the renewal of the PSPO and were strongly supportive of the current behaviours.
• Regarding the new behaviour on dangerous or anti-social use on motor vehicles, the resident, local business and member consultation feedback identified dangerous riding and driving as a significant concern to users of Redhill.
• The police and the RBBC JET (Joint Enforcement Team) both provided feedback that the PSPO was an important tool for them in addressing ASB in Redhill.
• The Delegated Officer was satisfied that the order was proportionate, necessary and focussed on precise harmful behaviours.

Decision

• It was decided to renew the PSPO to run between the 10 October 2026 and the 9 October 2029.
• It was decided to retain the PSPO for the area over the area it currently covers.
• It was decided to add the following behaviour:

Driving or riding a motor vehicle in a manner that causes, or is likely to cause, harassment, alarm, distress, nuisance or danger to any person.

Alternative options considered

• Reinstate the current order as it was written – this option was not recommended because there was strong evidence from the resident survey and ward members that a behaviour focused on motor vehicles would be beneficial.
• Undertake no renewal at all i.e. removing the order – this option was not recommended because it would not address the ASB concerns raised concerning Redhill and would not have considered the responses to the resident survey.
