announcements leading to an updated Local Development Scheme and
the Housing Delivery Test Action Plan.

RESOLVED that the committee:
1. 
NOTE the recent
Government Housing Delivery publications and 2023 Housing Delivery
Test result for Richmond and implications for plan-making and
determination of planning applications as outlined in this
report.
2. 
DELEGATE to the Interim
Director of Place the preparation and publication of an updated
Housing Delivery Test Action Plan, in consultation with the Chair
of the Environment, Sustainability, Culture and Sports
Committee.
3. 
DELEGATE to the Interim
Director of Place the preparation and publication of an updated
Local Development Scheme, in consultation with the Chair of the
Environment, Sustainability, Culture and Sports Committee,
appointment of a designated officer detailed in this
report.
