Purpose

scheme which will consider residents view and survey
results.

Content

RESOLVED that the Transport & Air
Quality Committee:
 
 
i. 
Notes the results of the traffic survey analysis taken before and
during scheme implementation detailed in APPENDIX A.
 
ii. 
Note the representation received during the ETMO statutory
consultation period as outlined in paragraph 7.2 and APPENDIX
B.
 
iii. 
Agrees to modify the Experimental Traffic Management Order relating
to school streets where the hours of operations will be amended
from (7.45-9.30, 2.30-3.45) to (8am-9.15am and 2.45pm-3.45pm).
Following the end of the statutory six-month consultation period,
any representations received will be considered and reported
through an officer’s delegated decision.
 
Agrees to make Traffic Management
Orders under Section 6 of the Road Traffic Regulation Act 1984 for
the yellow line restrictions (including a length of double yellow
line implemented outside numbers 2 and 4 Gostling Road under an emergency traffic management
order) and the one-way sections of road and contra-flow cycle lane
on Springfield Road (between Hospital Bridge Road and Warburton
Road) and Longford Road (between Hospital Bridge Road and Warburton
Road).
 
Notes the final footway parking
arrangement within the estate.

APPENDIX C.
 

iv) 
An extension to the existing LONGFORD ROAD exemption area to
include Powder Mill Lane and all cul-de-sacs off and all of the Woodlawn Estate residents.

v) 
Agree to ANPR camera enforcement of the one-way sections of road on
Springfield Road and Longford Road, subject to available equipment
and funding.

vi) 
Following all above changes, traffic monitoring to be undertaken to
determine the impact of the changes and whether further mitigation
measures are required. This will also include a review of traffic
and parent parking conditions, most notably in the southern section
of the Woodlawn Estate in light of
concerns raised.
