This report recommends award of contract
following the procurement process.

Content

RESOLVED: that the
committee,
 

Agree
to award the Leisure Centre Management contract to
Bidder A to commence on the 1 October 2025, for the provision of
leisure services in Richmond upon Thames for a period of ten years,
with an option to extend for up to five years subject to formal
contract (at the Council’s discretion) and satisfactory
conclusion of the statutory standstill period.
Delegate authority to the Executive
Director of Environment and Community Services in consultation with
the Service Chair for Environment, Sustainability Culture and
Sports Committee and Executive Director of Finance to complete the
negotiation and finalise the contract and ancillary documentation
on such detailed terms as they consider necessary within the
parameters set by this report.
Note
that officers will use delegated powers to grant
leases or licences to the successful operator for the purpose of
delivering the services within the contract.
Commit
a capital investment in 2026/27 as set out in the
exempt paper, in addition to the £2m already approved for
investment in the leisure facilities
Note
that there are revenue budget implications as set
out in the exempt paper.
