Adoption of the Richmond upon Thames Local
Plan 2024 to 2039 and approval of update to the Local Validation
Checklist (LVC) and Supplementary Planning Documents (SPDs) Work

Content

RESOLVED that the
committee:
 
1. 
Requests that Full Council adopt the Local Plan at the next
ordinary meeting;
2. 
Requests that Full Council delegate to the Head of Spatial
Planning. agreement of the final version of the adopted Local Plan
(including minor text, graphic and layout changes that do not
impact on the integrity of the Plan as approved by Council) and
accompanying Policies Map, in liaison with the Chair of the
Environment, Sustainability, Culture and Sports Committee.
3. 
Approves the work programme to take forward an update to the
Local Validation Checklist (LVC) and the following Supplementary
Planning Documents (SPDs), and delegate to the Head of Spatial
Planning to approve the draft LVC/SPDs for public consultation and
proceed to adoption (in the event that no substantive comments are
received as a result of the public consultation), in liaison with
the Chair of the Environment, Sustainability, Culture and Sports
Committee:
• Update of the Local Validation
Checklist
• Update of the Planning
Obligations SPD
• Update of the Affordable
Housing SPD
• Update of the Sustainable
Construction Checklist SPD
• A new Domestic Retrofit guide
SPD
• Update of the Transport
SPD
• Update of the draft Local
Views SPD
• A new Biodiversity SPD,
and
• A new Trees SPD.
