that the Environment, Sustainability, Culture and
Sports Committee
 
 
i. 
Note the background information on the prevalence of problematic
busking within the Borough and the options available to the Council
to address.
 
ii. 
Approve the adoption and promotion of a voluntary code of conduct
for busking upon the Richmond Riverside.
 
iii. 
Delegate the authority to the Director of Resident Services to
design, scope and approve a 1-year pilot; to promote the adoption
of a code of conduct for street entertainment (busking) at Richmond
Riverside, to run between January and December 2026.
