Decision

RESOLVED:

The Committee resolved to:

a)  Approve the Richmond: Activating Our Vision report (Appendix 1) and note progress to date; 

b)  Agree the four priority projects identified in this report as the focus for further development and investment (Appendices 2a-d);

c)  Approve full delivery of the Little Green and Wayfinding projects subject to appropriate engagement, consultation, value for money analysis and consents;

d)  Note the phased approach to Whittaker Square;

e)  Note the Council’s intention to explore partnership arrangements with Be Richmond BID in relation to future management of Whittaker Square;

f)  Note the phased approach for George Street and likely future ask for funding for any future implementation;

g)  Note that future decisions requiring member level approval relating to the implementation of Richmond: Activating Our Vision will be determined by the appropriate decision-making authorities;

h)  Delegate authority to the Executive Director for Growth and Place in consultation with the Lead Member for Richmond Town Centre to oversee programme delivery, retaining flexibility to respond to evolving circumstances, and make final investment decisions in line with funding available;

i)  Note the governance statement which was read out during the meeting;

j)  Note that additional consultation and engagement with residents, stakeholders and partner organisations will be required to ensure the overarching project is fully informed by local needs, priorities and feedback.
